About 40 gas stations in Bay County are in danger of being shut down to protect state water resources.
The Florida Department of Environmental Protection is enforcing the deadline of December 31st, 2009 for completion of mandatory upgrades for underground storage tanks and certain piping.
The DEP says the upgrade rules have been in place since 1991, giving gas station owners ample time to prepare.
For the last three weeks, the Petro gas station at the corner of Airport and Highway 390 has been under construction to get their underground storage tanks and piping up to DEP standards.
Gas station manager Swap Amin and his brother own two gas stations in Panama City. Amin says although they’ve known about the deadline for years, the numbers have kept them them from doing the necessary upgrades until now.
“This way we’re just pushing it back to the slow time,” Amin says. “We wanted to do it in the summer but we told them not to because that’s our main busy season, so we pushed it off to, you know, December.”
The upgrades have caused their pocket books to take a hit, both with the cost of the construction itself…
“It’s around about $150,000, and some stations are more,” Amin says.
… And the money they’re losing from sales; about $1,000 a day.
The DEP states that “All underground tanks that have not been upgraded to meet the performance standards… by the applicable deadlines shall be permanently closed.
About 120 tanks in Bay County have still not been upgraded as of November 30th.
“a boiler blow-up in your face”? Surely you cannot be serious, blaster. Those are some very harsh words to wish on anyone. Good grief!
You just keep working at Stone Container till they lay you off again. The good news for you is that they just increased unemloyment another 20 weeks. Maybe you won’t die from all the chemicals you breathed in at the plant or drinking water that’s got aluminum sulfate in it. Unless you get your water from the county with Zinc-orthophoshate in it. Maybe just maybe you’ll fall off a ladder,or have a boiler blow-up in your face so your wife can collect a check from Stone Container.

In 1955, primary clarification to remove settleable solids from the mills effluent began. The treated effluent was
discharged to St. Andrews Bay. Over the years, a small bayou in the area of the pretreatment pond was reclaimed using
materials. A permit issued December 31, 1986 expired June 1, 1988. A timely operating permit renewal application was
prior to the expiration of the 1986 operating permit. The facility operated without a permit until May 1990, when a Consent
Order was signed

Wastes and Waste Management Practices
Prior to December 1990, a rosin sump received wastewater from the plant and discharged to an unlined industria
wastewater holding pond. No information was available in the State files on the pond other than a map showing it to be
approximately 200 feet by 100 feet, with depths ranging from 3 to 10 feet.
Extent of Contamination
Groundwater samples collected from four monitoring wells around the pond were analyzed pursuant to the 1990
Consent Order and are summarized below. Concentrations of benzene, iron, manganese, sodium, and total dissolved so
(TDS) exceeded Florida guidance standards. Pond sludge and sediment samples revealed elevated concentrations of
inorganics, ethylbenzene, xylenes, and chlorinated pesticides.
blaster, im starting to wonder if protectfljobs is right about you being a wet behind the ears kid? if you were an adult you would know that stone makes cardboard, yes they have some chemicals, cst, black liquor,and a few more but nothing like the chemical plant next door to them? they send their waste water to the county the county tests samples from both, if ph is out or has chemicals out of limits, they are fined. the chemical plant next to them has the only wastewater treatment plant on site, which is monitored 24-7. both sites are tested for underground water contamination by a private company, yes accidents do happen, but not very often and when they do happen it is reported to the state.

You can’t solve our water problems as long as big business keep feeding the politicians pockets. DEP fines should be higher and not waived to coverup some improperly buried, underwater, sewer line.

Gator you correct in the fact
Stone container does not inject waste into the ground. Stone container dumps waste into the bay by way of military point lagoon on Tyndall AFB, as well as groundwater run off. Monsanto Chemical plant in Pensecola gets rid of their waste by deep well injection.. That is just one, of many, in florida that do the same.

blaster, i know what kind of regulations that the main chemical plant in this area have to abide by, they arent lax, they are really strict and checked regularly monthly if not weekly at times. know what you speaking about before you speak.

I have known Amin and his brother for years, they are always friendly and always ask how im doing, hows my family, etc. They are good people. Good job in showing everybody your ignorance though. Fact: Most minicipal drinking water comes from Deer Point Lake. Opinion: I am more concerned with all the septic tanks that are right next to the lake, that flow into the lake when flooding occurs. It would be nice to have a well for drinking water, but DEP already lets chemical plants inject the waste they produce into the ground.
in my opion gas prices, as well other prices here in the panhandle are inflated over other areas. Tallahassee often has gas prices cheaper than here as well as prices at Wallmart.
mrtony, They’ve had 18 years to get this done. Plus, I doubt 40 gas stations employ 700 people. What do you have against having clean drinking water?
